أثر التخطيط الاستراتيجي في تطوير الأداء المؤسسي- دراسة تطبيقية على وزارة التربية والتعليم الليبية

الملخص

هدفت الدراسة إلى التعرف إلى أثر التخطيط الاستراتيجي بأبعاده (التحليل الاستراتيجي، تحديد التوجه الاستراتيجي، الاختيار الاستراتيجي) في الأداء المؤسسي بأبعاده (البعد المالي، العمليات الداخلية، رضا متلقي الخدمة، الابتكار والنمو) في وزارة التربية والتعليم الليبية، كما تكون مجتمع الدراسة من جميع العاملين في الإدارة العليا والوسطى (مدير دائرة، نائب مدير، مدير مكتب، رئيس قسم، رئيس وحدة) في وزارة التربية والتعليم الليبية وعددهم (236) فرداً بناءً على بيانات ادرة الموارد البشرية في الوزارة. وقد تم مسح المجتمع باستخدام أسلوب المسح الشامل لتوزيع الاستبانات عليهم. وتم توزيع (236) استبانة على مجتمع الدراسة (الإدارة العليا والوسطى في وزارة التربية والتعليم الليبية)، وتم استرداد (209) صالحة للتحليل الإحصائي وبنسبة بلغت (87.4%).
وتوصلت الدراسة إلى عدد من النتائج كان من أهمها وجود أثر ذو دلالة إحصائية للتخطيط الاستراتيجي بأبعاده مجتمعة على الأداء المؤسسي بأبعادها مجتمعة في وزارة التربية والتعليم الليبية. وفي ضوء هذه النتائج أوصت الدراسة بعدد من التوصيات من أهمها إعداد خطط استراتيجية شاملة تأخذ في الاعتبار الأبعاد الأربعة الأساسية للأداء المؤسسي.
