This study aimed to propose a foresight vision of the requirements necessary to build a cybersecurity culture among Jordanian university students, based on the Delphi method. To achieve the study's objectives, the qualitative approach was used with the predictive Delphi methodology (rounds). Information was collected by defining the subject of the study which is the requirements for building a cybersecurity culture among Jordanian university students, for which the possible and probable future is predicted and investigated. A questionnaire was then developed as a data collection tool, and a group of experts was selected to provide their opinions by answering the questionnaire's questions. The study sample consisted of (40) university professors from three universities (University of Jordan, Yarmouk University, Mutah University), who were selected by simple random sampling so that none of them knew each other. Then, the initial measurement of the experts' opinions, which were received when the questionnaire was applied in the first round, was carried out. The data in the questionnaire was then organized and arranged in its initial form, summarized, and its initial results were presented to the group of experts as a form of feedback. The opinions in the experts' responses were remeasured after they made the appropriate changes and modifications in light of their colleagues' responses. The questionnaire was applied over two rounds to ensure the stability of the responses. The results showed that the experts agreed on the necessity of including elements related to the intellectual, technological, theoretical, and legislative aspects in the future requirements for building a cybersecurity culture among students.
